1.个人所得税按最高15%征收;

5.为海南省引进全职人才团队,带头人属于大师级人才、杰出人才、领军人才的,每引进一个,分别给予用人单位200万、50万、10万奖励;
6.为海南省引入拔尖以下高层次人才,根据引进人数给予每人最高5000元的奖励于用人单位;
7.对高层次人才的认定,不受国籍、户籍限制;
8.适当放宽人才认定的年龄限制,A类放宽至 70岁,B、C类放宽至65岁;
9.为高层次人才配偶解决就业问题;按企业为人才配偶缴纳社保的50%补贴,补贴3年;
10.安排高层次人才子女在居住地就近公办免试学校就读;
11.对在海南省参加工作5年以上的大师级人才、杰出人才、领军人才的子女参加高考不受报考批次限制;
12.在海南省参加工作5年以上的拔尖人才或其他高层次人才,完成高中阶段规定学制年限,参加高考不受报考批次限制;
13.为大师级人才、杰出人才、领军人才分别提供不超200m、180m、150m的人才公寓,8年免收租金,且工作满8年无偿赠与100%产权;
14.分别对50岁以下拔尖人才、50岁以下其他高层次人才、40岁以下全日制硕士生和35岁以下中级专业技术职称人才、35岁以下全日制本科生给予 5000元/月、3000元/月、2000元/月、 1500元/月的租赁补贴或6万元/年、3.6万元/年、2.4万元/年、1.8万元/年购房补贴;
15.各类人才落户海南之日起购买商品住宅,享受本地居民待遇;
16.选上"海南省优秀人才团队",世界、国际、国内优秀团队分别给予3000万、2000万、1000万建设经费,其中40%可直接用于团队成员奖励和补贴;
17.经批准的院士工作站,给予一次性100万奖励;
18.经批准的院士团队创新中心,给予一次性60万奖励;
1.对40岁(含)以下的全日制大专、全日制本科、中级以上专业技术职称、技师(二级)以上职业资格的人才按人才落户办理;
2.对55岁(含)以下的全日制硕士、双一流高校和海外留学本科、高层次人才、高级专业技术资格、高级技师职业资格、个人年度收入30万以上纳税5万以上、实际出资150万并创办符合海南省1 2个重点扶持行业的人才按人才落户办理;
3.三亚市在重大节日及婚丧住院等,给予每位院士每年最高1万慰问经费;
4.三亚市给予每位院士及配偶每年7000元体检费,和给予院士2000元商业保险;
5.给予用人单位设立院士工作站30万开办资金。对获得"院士工作站"称号的给予一次性20万奖励。审定为优秀院士工作站的,市级财政按省级财政奖励的1∶1给予配套奖励;
6.对金融类紧缺人才进行最高10万奖励;
7.对通过特许金融分析师(CFA)、金融风险管理师(FRM)、北美精算师(ASA)、中国精算师(FCAA)、英国特许注册会计师(ACCA)等国际公认的资格考试,每人奖励3万元;
1.科技创新团队项目资助。对满足认定条件的入驻三亚崖州湾科技城的科技创新团队,采用后补助形式,在享受《海南省引才奖励办法(试行)》奖励的同时,给予1∶1配套奖励,给予不超过 2000m为期三年的免租场地或者800元/m自购用房一次性补贴;
2.科技城菁英人才奖励。由三亚崖州湾科技城管理局每年评选崖州湾科技城菁英人才不超过50名,给予每人5万元奖励;
3.对2020年6月1日引进至科技城的专科生或初级职称人员、本科生或中级职称人员、硕士研究生或副高级职称人员、博士研究生或正高级职称人员分别给予6000元/人、9000元/人、 12000元/人、15000元/人的落户奖励;
4.在科技城未落户但参加工作并缴纳7个月社保的人才,进行80%落户奖励。
5.对获得副高或正高职称的人才分别进行 1500元/人和2000元/人奖励;
6.对用人单位的专科、本科、硕士、博士实习生分别进行800、1000、1500、2000元/月/人的实习补贴;
7.园区自行对人才进行ABCDEF级认定(用人单位需满足办公面积100平米、5人全职、50万年纳税)。全职ABCDEF人才分别享受400万、320万、240万、160万、40万、20万元/人现金奖励;
8.E类、F类人才如在科技城范围内购买安居房的,还可以在购房后另行按照E类人才40万元/人、F类人才20万/人的标准申请人才安居房购房补贴。

5.在产业园区(崖州湾科技城)落地科研单位的教育科研人员,且具备本科及以上学历或中级及以上职称的,其家庭成员(含本人、配偶和未成年子女)在海南无住房,且2018年5月13日后无购房记录的,本人可在三亚市购买1套住房

● For attracting Master Talents, Outstanding Talents and Leading Talents into Hainan Province to work on a full-time basis, the employer will be rewarded RMB 500,000, 100,000 and 20,000 for each talent respectively;
● For attracting talent teams led by a Master Talent, Outstanding Talent or Leading Talent into Hainan Province to work on a full-time basis, the employer will be rewarded RMB 2 million,RMB 500,000 and RMB 100,000 for each team respectively;
● For the attraction of high-level talents below the "Top-notch Talents" level into Hainan Province, the employer will be rewarded up to RMB 5,000 per person according to the number of talents employed;
● Nationality and household registration are not factored into the recognition of high-level talents;
● The age limit for talent recognition is reasonably relaxed to 70 years old for Type A talents,65 years old for Type B and Type C talents;
● Jobs will be provided for spouses of high-level talents; the spouses will also be subsidized for three years at an equivalent to 50% of their social security fund paid by their employer;
● Children of high-level talents are granted examination-free access to the nearest public schools;
● For Master Talents, Outstanding Talents or Leading Talents who have worked in Hainan Province for more than 5 years, their children are not subject to the batch-specific limitations in the college entrance examination;
● For Top-notch Talents or other high-level talents who have worked in Hainan Province for more than 5 years, their children are not subject to the batch-specific limitations in the college entrance examination if they have completed the prescribed academic years in high school;
● Master Talents, Outstanding Talents and Leading Talents are granted access to rent-free apartments up to 200 m2,180 m2, and 150 m² respectively for 8 years. They will be granted 100% of the property right after 8 years of working;
● Top-notch Talents under 50 years old are entitled to subsidies of RMB 5,000 per month for housing rent or RMB 60,000 per year for housing property purchase; other high-level talents under 50 years old, RMB 3,000 per month for rent, or RMB 36,000 per year for housing property purchase; full-time master graduates under 40 years old and talents with intermediate professional and technical titles under 35 years old,RMB 2,000 per month for rent or RMB 24,000 per year for property purchase; full-time bachelor graduates under 35 years old, RMB 1,500 per month for rent or RMB 18,000 per year for property purchase;
● All types of talents enjoy the same treatment as local residents since the date of household registration in Hainan Province when purchasing commercial housing, so do high-level talents attracted into Hainan under flexible arrangement;
● Talent teams recognized as universally, internationally or domestically "Excellent Talent Team of Hainan Province" are entitled to an RMB 30 million, 20 million or 10 million grant respectively. 40% of the grant can be directly used for rewards and subsidies to team members;
● An approved academician workstation is entitled to one-off reward of RMB 1 million;
● An approved academician team innovation center is entitled to one-off reward of RMB 600,000;
● Household registration for full-time junior college graduates or college graduates, personnel holding professional and technical titles above intermediate level or professional qualifications above technician level (level 2) at or under the age of 40 follows the same policies applicable to talents;
● For full-time master graduates, bachelor graduates of China's double first-class universities and overseas universities, high-level talents, personnel with senior professional and technical qualifications or senior technician qualifications, personnel whose annual income exceeds RMB 300,000 and tax payment exceeds RMB 50,000, and personnel who actually invest RMB 1.5 million into one of the 12 key industries supported in Hainan Province at or under the age of 55, their household registration follows the same policies applicable to talents;
● Each academician is entitled to a maximum of RMB 10,000 provided by Sanya Municipality every year for major festivals, weddings and funerals and hospitalization, etc.;
● Academicians and their spouse are entitled to medical examination fees of RMB 7,000 per year provided by Sanya Municipality, and RMB 2,000 for commercial insurance for academicians only;
● Employers are entitled to RMB 300,000 start-up funds for setting up academician workstations. A one-off reward of RMB 200,000 will be granted to the employer if its academician workstation is approved. For those recognized as outstanding academician workstations, the municipality will give an additional reward in the same amount as the provincial financial reward;
● Financial talents in short supply are entitled to a reward up to RMB 100,000;
● Each person will be rewarded RMB 30,000 for passing internationally recognized qualification examinations such as Chartered Financial Analyst (CFA),Financial Risk Manager(FRM),North American Actuary (ASA), Chinese Actuary (FCAA) and Association Of Chartered Certified Accountants (ACCA);
● Funds for scientific and technological innovation teams. For entering SYBSTC, eligible teams will receive financial assistance: in addition to the provincial reward according to Hainan Province's Incentive Measures for Attracting Talents (Trial), these teams are entitled to an additional reward in the same amount provided by SYBSTC, and rent-free use of no more than 2,000 m² office area for three years or a one-off subsidy of RMB 800 /m²for purchasing housing property;
● Rewards for elite talents in SYBSTC. Every year no more than 50 elite talents will be selected and rewarded by the Administrative Bureau of SYBSTC with RMB 50,000 for each;
● Junior college students or junior professional title holders, bachelor graduates or intermediate professional title holders, master graduates or deputy senior professional title holders, doctoral graduates or senior professional title holders are entitled to a reward of RMB 6,000,9,000, 12,000 and 15,000 per person respectively for transferring household registration to SYBSTC as of June 1,2020;
● Talents who have not completed household registration transfer to SYBSTC but have worked and paid social security for 7 months are entitled to 80% of the reward for household registration transfer;
● Talents holding deputy senior professional or senior professional titles are entitled to rewards of RMB 1,500 and 2,000 per person respectively;
● Employers which hire junior college students, bachelor, master or doctoral students as interns are eligible for internship subsidies of RMB 800,1,000,1,500, and 2,000/month/person;
● SYBSTC grades talents into Level A, B, C, D and E (their employer shall have at least 100 m² of office space, 5 full-time employees and pay an annual tax payment of RMB 500,000).Full-time Level A,B,C,D,E and F talents can enjoy cash rewards of RMB 4 million, 3.2million, 2.4million 1.6 million,400,000 and 200,000 per person respectively;
● Full-time Level Etalents can enjoy RMB 400,000 in cash reward plus RMB 400,000in housing purchasing subsidy, Full-time Level F talents can enjoy RMB 200,000 in cash reward plus RMB 200,000 in housing purchasing subsidy. The cashrewards will be distributed over 5 years
● Talents who have completed household registration transfer to Hainan can enjoy the same treatment as local residents in Hainan, and are eligible buyers of housing property and cars;
● Personnel with a full-time junior college diploma or above, or intermediate professional title or above without having completed household registration transfer as talents are eligible for purchasing one house on the condition that they have paid social security or personal income tax for at least 12 months and their family in its entirety has no housing purchase record in Hainan. Personnel who have lower qualifications than the full-time junior college diploma or intermediate professional title and have not completed household registration transfer as talents are eligible for purchasing one house on the condition that they have paid social security or personal income tax for at least 24 months and their family in its entirety has no housing purchase record in Hainan;
● Those recognized as high-level talents of Hainan Province can enjoy the same treatment as local residents when purchasing housing property and cars;
● Those recognized as talents in urgent demand are eligible for buying one housing property in Hainan on the condition that their family in its entirety has no housing purchase record in Hainan;
● For educational and scientific research personnel of SYBSTC-based educational and scientific research institutions, if they have a bachelor's degree or above or hold an intermediate professional title or above, and their family(including themselves, their spouse and minor children) have no housing property and no housing property purchase record in Hainan after May 13,2018,they are eligible for buying one house in Sanya;
