（一）海南省/自贸港政策

1.对以本省地址获得国内授权的发明专利，每件给予0.8万元资助;

2.通过专利合作条约（PCT）途径和巴黎公约途径提出的国外专利申请，在完成国际阶段审查并进入国家（地区）公布的，每件给予1万元资助;获得国外授权的专利，按欧洲、美国、日本每件给予6万元资助，其他国家（地区）每件给予3万元资助;

3.通过马德里体系提出的国际商标申请，在完成国际阶段审查并在世界知识产权组织（WIPO）国际商标公告上公布的，每件给予1万元资助;

4.鼓励地理标志保护和运用，对获批的地理标志保护产品或地理标志商标，每件给予10万元资助;

5.对获得国家业务主管部门授予的植物新品种权，由省业务主管部门负责核审，给予每件10万元资助;

6.对专利技术转化为国际标准、国家标准、行业标准，每项分别给予10万、5万、3万元奖励;

7.对试点成功发行的知识产权证券，每单给予不高于50万元奖励;对牵头组织单位给予不高于10万元奖励;

8.对获得中国专利金奖、银奖、优秀奖的专利权人，分别给予60万元、40万元和30万元奖励。对获得海南省专利奖金奖、优秀奖的专利权人，分别给予15万元、10万元奖励。不重复奖励;

9.对获得中国商标金奖、驰名商标的企业分别给予 50万、30万元奖励;

10.国家知识产权局认定的知识产权优势企业，且该单位有效发明专利达到3件以上的，给予30万元奖励;认定的知识产权示范企业，且该单位有效发明专利达到5件以上的，给予50万元奖励;

14.对金融机构、担保机构、保险机构的风险补偿（债务人违约），每家机构每年补偿金额不超 500万元;

15.金融机构可向海南省知识产权局申请风险补偿（未引入担保或保险机构且债务人违约）。 100万以内与超100万债务的分别按违约金的 15%和10%补偿;

16.担保或保险机构按协议履行代偿责任后（引入担保或保险机构且债务人违约）可向海南省知识产权局申请风险补偿。100万以内与超100万债务的分别按违约金的15%和10%补偿;

（二）三亚市政策

1.发明专利根据申报人提供获得专利权所缴纳官方费用的票据凭证进行资助，每件资助金额为其所获得专利权所缴纳官方费用的50%，不包括专利年费和专利代理等中介服务费；

2.获得国内授权的发明专利，每件资助不超过0.5万元向香港、澳门和台湾地区提交发明（标准）专利申请，获得授权（注册）的每件资助不超过0.5万元通过专利合作条约（PCT）途径和巴黎公约途径提出的国外发明专利申请，获得国外授权的发明专利，按照欧洲、美国、日本每件不超过5万元予以资助，其他国家（地区）每件不超过3万元予以资助，每项发明专利资助不超过5 个国家（地区）通过马德里体系提出的国际商标申请并获得注册的，每件给子1万元资助；对获得驰名商标的企业给予30万元资助；

3.鼓励地理标志保护和运用，对获批的地理标志保护产品或地理标志商标，每件给予10万元资助；

4.对具有自主知识产权的专利技术转化为国家标准、行业标准和地方标准的，每项分别给予10万元、5万元、3万元资助；

5.对通过国家知识产权局认定的国家级知识产权优势企业，且该单位有效发明专利达到3件以上的，给予次性资助30万元对通过国家知识产权局认定的国家级知识产权示范企业，且该单位有效发明专利达到5件以上的，给予一次性资助50万元；

6.对列入国家知识产权教育试点、示范的学校，分别给予15万元、20万元经费支持对列入市级知识产权试点、示范的学校，分别给予5万、10万元经费支持；

7.对新设立的专利代理机构或运营机构给予10万元资助对年主营业务收入达到1000万元以上或持有可运营专利数量1000件以上的，给予运营机构2 0万元资助年主营业务收入达到2000万元以上，或持有可运营专利数量2000件以上的，给予运营机构30万元资助代理我市专利申请，年授权量达到200件以上且发明专利授权占比达60%以上的代理机构，按发明专利1000元/件予以资助；

8.对获得中国专利金奖、银奖、优秀奖的专利权人分别给予50万元、30万元、20万元资助对获得市级专利金奖、银奖、优秀奖的单位分别给予1 0万元、8万元、5万元资助；

（三）园区政策

1.知识产权服务机构落户奖励。对满足认定条件的知识产权服务机构，给予30万元一次性落户奖励;

2.知识产权服务机构服务奖励。按是知识产权服务机构代理科技城企业发明专利申请的数量，给予每年最高50万一次性奖励;

3.自主知识产权科研成果转化奖励。满足认定条件的企业，按对三亚崖州湾科技城地方经济贡献的额度，给予最高100万—次性奖励，单个项目享受一次，每家企业最多享受5年;

4.购买科研成果转化补贴。满足认定条件的主体购买科研成果并在三亚崖州湾科技城注册落地并实现转化的项目，按上年度技术合同中实际发生技术交易额的10%给予补助，单个企业补助最高不超过该补贴年企业（市级）财政贡献的净留成;

Intellctual Property Policies

01 Policies of Hainan Province/Fress Trade Port

● Each invention patent granted domestically with the address in Hainan province will be rewarded RMB 8,000;

● International patent applications filed under Patent Cooperation Treaty (PCT) and under the Paris Convention into the national (regional) phase after the international review will be funded with RMB 10,000 per piece; patents authorized by European countries, the United States and Japan will be subsidized at RMB 60,000 per piece, and those authorized by other countries (regions)RMB 30,000 per piece;

● International trademark applications filed under Madrid Protocol which have been examined at the international phase and published in the Gazette of International Marks of World Intellectual Property Organization (WIPO) will be given RMB 10,000 per piece;

● The protection and application of geographical indications are encouraged by granting RMB 100,000 for each product approved to use protected geographical indications or geographical indication trademarks;

● Breeders with new plant variety rights granted by the national authorities will be rewarded RMB 100,000 per variety upon examination and approval of the provincial authorities;

● RMB 100,000,50,000 and 30,000 will be rewarded for the transformation of a patented technology into an international standard, national standard and industry standard respectively;

● For the successfully issued pilot intellectual property securities, each issuance will be rewarded up to RMB 500,000, and the leading organizations rewarded up to RMB 100,000;

● The patentees who have won the Gold Award, Silver Award and Excellence Award of Chinese Patent are entitled to a reward of RMB 600,000,400,000 and 300,000 respectively. The patentees who have won the Gold Award and Excellence Award in Hainan Province are entitled to a reward of RMB 150,00 and 100,000 respectively.A patentee shall not be rewarded repeatedly;

● Winners of China Trademark Gold Award and enterprises recognized as well-known trademarks are entitled to a reward of RMB 500,000 and 300,000 respectively;

● Enterprises with advantages in intellectual property rights recognized by China National Intellectual Property Administration (CNIPA) and with over three effective invention patents are entitled to a reward of RMB 300,000;model enterprises of intellectual property rights recognized by CNIPA and with over five effective invention patents are entitled to a reward of RMB 500,000;

● Enterprises, colleges, universities, and scientific research institutions that have passed the national standard certification as stipulated by Enterprise Intellectual Property Management Standards, Institutions of Higher Learning Intellectual Property Management Standards or Scientific Research Institutions Intellectual Property Management Standards for the first time will be subsidized for the actual certification expenses at no more than RMB 50,000 for each organization;

● Schools listed as the national intellectual property education pilot and demonstration project will be rewarded RMB 150,000 and 200,000 respectively, and schools listed as the provincial intellectual property education pilot and demonstration project RMB 100,000 and 150,000 respectively;

● Financial institutions that provide intellectual property pledge financing services will, according to their stock and increment amount, receive financial assistance capped at RMB 3 million for each;

● Risk compensation (when debtor defaults)for financial institutions, guarantee institutions and insurance institutions is capped at RMB 5 million per institution per year;

● Financial institutions may apply to Hainan Intellectual Property Office for risk compensation (when the debtor defaults but guarantee or insurance is not available). 15%and 10% of liquidated damages will be compensated for debts less than RMB 1 million and debts exceeding RMB 1 million respectively;

● Guarantee or insurance institutions, after fulfilling their compensatory responsibilities according to the agreement (the guarantee or insurance is available and the debtor defaults), may apply to Hainan Intellectual Property Office for risk compensation.15%and 10% of liquidated damages will be paid for debts less than RMB 1 million and debts exceeding RMB 1 million respectively;

02 Policies of Sanya Municipality

● Invention patents shall be subsidized according to the bills and vouchers of the official fees paid for obtaining the patent right provided by the applicant. The amount of each subsidy is 50% of the official fees paid for the obtained patent right, excluding the annual patent fee, patent agency and other intermediary service fees;

● For the authorized invention patents obtained in China, the subsidy shall not exceed 5000 yuan each; For (standard)invention patents applications submitted in Hong Kong, Macao and Taiwan, the subsidy for each authorized (registered) application shall not exceed 5000 yuan; For foreign invention patent applications filed through the Patent Cooperation Treaty (PCT) and the Paris Convention, foreign authorized invention patents shall be funded according to no more than 50000 yuan each in Europe, the United States and Japan, no more than 30000 yuan each in other countries (regions). Each invention patent shall be subsidised for registration in no more than 5 countries (regions); If an international trademark is applied for and registered through the Madrid system, 1000 yuan will be given to each application; Enterprises with well-known trademarks will be given a subsidy of 300000 yuan;

● The protection and use of geographical indications are encouraged, and a subsidy of 10000 yuan for each approved geographical indication protection product or geographical indication trademark will be granted;

● For the transformation of patented technology with independent intellectual property rights into national standards, industrial standards and local standards, 10000 yuan, 50000 yuan and 30000 yuan will be given respectively;

● For encouraged industries owning national intellectual property recognized by the State Intellectual Property Office and owning more than 3 effective invention patents, 30000 yuan will be given as a secondary subsidy; For demonstration enterprises owning national intellectual property recognized by the State Intellectual Property Office and owning more than 5 effective invention patents, 50000 yuan will be given as a secondary subsidy;

● For pilot schools and demonstration schools listed in the national intellectual property education, subsidies of 150000 yuan and 20000 yuan respectively will be granted. For pilot schools and demonstration schools listed in the municipal intellectual property education, subsidies of 50000 yuan and 10000 yuan respectively will be granted;

● For newly established patent agencies or operation organizations, a subsidy of 10000 yuan will be granted. If the operating institution's annual main business income reaches more than 10 million yuan or it holds more than 1000 operational patents, the operating institution shall be given a subsidy of 20000 yuan. If the operating institution's annual main business income reaches more than 20 million yuan, or it holds more than 2000 operational patents, the operating organization will be given a subsidy of 300000 yuan; Agencies for patent applications in our city with an annual authorization of more than 200 application and their invention patent authorization accounts for more than 60% of the agency, a subsidy of 1000 yuan per invention patent will be granted;

● The applicants who have won the Chinese Patent Gold Award, Silver Award and Excellence award will be given subsidies of 50000 yuan, 300000 yuan and 200000 yuan respectively; The applicants who have won the municipal Patent Gold Award, Silver Award and Excellence Award will be given subsidies of 100000 yuan, 8000 yuan and 50000 yuan respectively;

03 Policies of YZBSTC

● Entry reward for intellectual property service agencies. Eligible intellectual property service agencies are entitled to a one-off reward of RMB 300,000 for their entry into SYBSTC;

● Service reward for intellectual property service agencies.Intellectual property service agencies will be rewarded a lump sum of up to RMB 500,000 per year according to the number of invention patent applications filed by them on behalf of the SYBSTC-based enterprises that they represent;

● Reward for the commercialization of scientific research achievements with independent intellectual property rights. Eligible enterprises will be given a one-off reward up to RMB 1 million according to their contribution to the economic output of SYBSTC.A single project can only be rewarded once. Each enterprise is entitled to this reward for a maximum of 5 years;

● Subsidies for commercialization of purchased scientific research achievements. If eligible institutions purchase, register locally and commercialize scientific research achievements in SYBSTC,10% of the actual technical transaction amount as in technology contracts of the previous year will be subsidized. Subsidy for a single enterprise shall not exceed its tax contribution retained by the (municipal)government on a net basis in the year of the subsidy;
