1.认定跨国公司地区总部
1.独立法人资格;
2.注资不低于200万美元;
母公司的资产总额不低于4亿美元;服务业领域企业设立地区总部的,母公司资产总额不低于 3亿美元;
3.母公司在中国境内投资累计缴付的注册资本总额不低于1000万美元,且母公司授权管理的中国境内外企业不少于3个;或者母公司授权管理的中国境内外企业不少于6个。
2.认定综合型(区域型)总部
1.独立法人资格;
2.旅游业、现代服务业等第三产业∶ 营收不低于 10亿,地方财力贡献不低于2000万;
3.高新技术产业等第二产业∶营收不低于15亿,地方财力贡献不低于3000万;
4.热带特色高效农业等第一产业∶ 营收不低于 5亿,地方财力贡献不低于1000万;
5.行使管理、服务、采购、销售、物流、配送、结算、管理、研发等—项或多项总部职能的机构。
3.认定高成长型总部
1.独立法人资格;
2.地方财力贡献不低于800万;
3.企业研发经费不低于当年营业收入的5%或获得 PE公司C轮投资;
4.企业属于或投资方属于世界企业500强、中国企业500强、中央大型企业、中国民营企业500强在认定时可获得优先考虑。
4. 认定国际组织(机构)地区总部
1.由知名国际组织(机构)在我省设立的外国非企业经济组织代表机构,以授权形式在中国或更大区域内履行管理和服务职能的唯一总机构,且首席代表常驻海南。
1.开办补助。对跨国公司地区总部、综合型(区域型)总部、高成长型总部,按实际到位注册资本一定比例给予最高2000万奖励,对国际组织(机构)地区总部,奖励200万。分五年支付;
2.对新落户总部企业,给予前3年70%,后2年40%的三亚地方财力贡献奖励;对现有总部企业,按对三亚地方财力贡献奖励的环比增量部分给予 60%奖励;
3.总部企业随对三亚地方财力贡献的增多,按旅游业、现代服务业等第三产业、高新技术产业等第二产业、热带特色高效农业等第一产业三个产业,在原有比例基础上提高最多8个百分点;
4.总部企业对三亚地方财力贡献增量的30%进行最高每年2000万奖励;
5.总部高管或高层次人才对三亚地方财力贡献给予奖励,前3年60%,后2年40%。同时享受落户、医疗、子女教育、职称评定、社会保障等福利;
6.给予每年最高120万租房补贴或2000万购房补贴,购房补贴分五年支付;
7.认定为世界500强、中国500强、民营500强,分别给予2000万、500万、200万奖励;
1.headquarters of multinational companies
● With an independent legal personality;
● With registered capital of no less than USD 2 million;
● The parent company has a total asset of no less than USD 400 million, and no less than USD 300 million if it is in the service industry;
● The parent company has a total registered capital of no less than USD 10 million in accumulative terms in China, and is authorized to manage no less than 3 domestic and overseas companies; or the parent company is authorized to manage no less than 6 domestic and overseas companies.
2. Criteria for recognizing comprehensive
(regional) headquarters
● With an independent legal personality;
● Operating in the tertiary industry such as tourism and modern service, with a revenue of no less than RMB 1 billion, and a tax contribution of no less than RMB 20 million to the local government;
Or operating in the secondary industry such as high-tech, with a revenue of no less than RMB 1.5 billion, and a tax contribution of no less than RMB 30 million to the local government;
Or operating in the primary industry such as high-efficiency agriculture with tropical characteristics, with a revenue of no less than RMB 500 million, and a tax contribution of no less than RMB 10 million to the local government;
● Performing one or more than one headquarters functions including
management, service, procurement, sales, logistics, delivery, settlement, management, and R&D.
3.Criteria for recognizing high-potential headquarters
● With an independent legal personality;
● With a tax contribution of no less than 8 million to the local government;
● With a R&D expenditure of no less than 5%of the operating revenue of the year, or with Series C Funding from private equity companies;
● For the recognition, priority will be given to companies that are or whose investors are among the Fortune Global 500, the top 500 in China, large central state-owned companies, and the top 500 private companies in China.
4. Criteria for recognizing the regional headquarters of international organizations (institutions)
● The representative office of a foreign non-corporate economic organization established in Hainan by a well-known international organization (institution), acting as the only head office authorized to perform management and service functions in China or in a larger region, with Hainan as the permanent seat of its chief representative.
● Financial rewards. The regional headquarters of multinational companies, comprehensive (regional) headquarters, and high-potential headquarters are entitled to a reward capped at RMB 20 million in proportion to the actually registered capital, and the regional headquarters of international organizations (institutions) are entitled to a reward of RMB 2 million. The rewards will be paid over five years;
● Newly locally registered headquarters are entitled to a reward at 70% of their tax contribution to Sanya Municipality for the first 3 years, and 40% for the subsequent 2 years; the existing headquarters are entitled to a reward at 60% of the month-on-month increment of their tax contribution to Sanya Municipality;
● The headquarters contributing more to Sanya's fiscal revenue in the tertiary industry such as tourism and modern service, in the secondary industry such as high-tech, and the primary industry such as high-efficiency agriculture with tropical characteristics are, on top of the abovementioned percentage of their tax contribution, entitled to an increase in that reward, with the increase capped at 8 percentage points and specifically depending on the industry they are in and the increment in their tax contribution to Sanya
● The headquarters are entitled to a reward at 30% of the increment in their tax contribution to Sanya Municipality, with the reward capped at RMB 20 million per year;
● Executives or high-level talents of the headquarters are entitled to a reward at 30%of their tax contribution to Sanya
● Municipality for the first 3 years and 40% for the subsequent 2 years, and to benefits in such aspects as household registration, medical care, children's education, professional title assessment and recognition, and social security;
● Housing rental subsidies capped at RMB 1.2 million or housing purchase subsidies capped at 20 million will be offered each year, with the latter to be paid over five years;
● The headquarters recognized as among the Fortune Global 500, the top 500 in China and the top 500 private companies in China are entitled to a reward of RMB 20 million, 5 million, and 2 million respectively;
