（一）海南省/自贸港政策

（二）园区政策

1.深海科技独角兽企业落户奖励。对满足认定条件的深海科技独角兽企业，给予每家企业500万元一次性奖励;

2.科学仪器服务平台使用补贴。对满足认定条件的主体使用大型研究类科学仪器服务平台发生的费用，按每年实际发生额的25%给予补贴，每家每年最高不超过50万元;

3.企业纳税贡献奖励。自注册或迁入日起五年内，按上一年度纳入三亚崖州湾科技城统计口径的纳税总额给予最高150万奖励;

4国际科研合作补贴。对满足认定条件的企业和科研机构与境外研究机构合作研发，按照项目实际合同费用的10%给予补贴，每家每年最高不超过该补贴年企业对（市级）财政贡献的净留成;

5.科研平台研发设备采购补贴。对满足认定条件的主体，对国家、省级平台分别按科研平台研发设备投入（已有设备投入除外）的40%、30%给予补贴，最高不超过该补贴年企业（市级）财政贡献的净留成;

6.按贷款利率的50%进行贴息补助，不超10万，补贴3年;

7.进入科技城四个年度结束前，单个年度主营业务收入超2000万，一次性奖励50万;

8.企业自行购买且接入科技城大型仪器共享平台系统的科研设备，在设备折旧期内，前三年按每年折旧额的20%予以补贴，每年不超过10万元;

9.科研项目预算性配套资助∶ 在国家或海南省财政资助下达后，管理局给予实际到账财政资金的 20%予以配套，每年不超100万;

10.科研项目奖励性配套资助∶ 上一年度承担申请的奖励资金，管理局按实际到账财政资金的20%给予配套，每年不超200万;

11.对进行科研工作需进行海上作业且停靠在南山港科考码头的船只，按实际停靠费用50%进行补贴，不超过20万;

01 Policies of Hainan Province/Fress Trade Port

● Restrictions on overseas financing of ships and aircraft will be lifted;

● Priority is given to supporting enterprises' overseas listing;

● Venues for international energy, shipping, property rights and equity trading will be constructed;

● A pilot zone for the reform, development and innovation of the yacht industry will be built;

● Laws and regulations should be formulated based on the actual construction situation of the free trade port;

02 Policies of YZBSTC

● Rewards for deep-sea technology unicorns. Such eligible enterprises will be given a one-off reward of RMB 5 million for registering in SYBSTC;

● Subsidies for the use of scientific instrument service platforms. To eligible entities that have used large research-oriented scientific instrument service platforms, 25% of the actual expenses incurred will be subsidized, and the subsidy will be capped at RMB 500,000 per entity per year;

● Reward to enterprises for tax contribution. Within five years from the date of registration or relocation, an enterprise will be given a reward capped at RMB 1.5 million based on its total tax payment included in the tax revenue of SYBSTC in the previous year;

● Subsidy for international scientific research cooperation. For eligible enterprises and scientific research institutions that conduct R&D cooperation with overseas research institutions, a subsidy of 10% of the actual contract sum of the project will be rewarded, and the subsidy to an entity a year shall not exceed its tax contribution retained by the (municipal) government in the year of the subsidy on a net basis;

● Subsidy to research platforms for R&D equipment procurement. For eligible national- and provincial-level research platforms, 40% and 30% of their R&D equipment procurement cost (except cost of existing equipment) will be subsidized respectively, with the subsidy not exceeding the platform's tax contribution retained by the (municipal) government on a net basis in the year of the subsidy;

● Enterprises are entitled to a 50% interest discount in line with their loan interest, with the discount capped at RMB 100,000 and lasting no more than three years;

● Within four years since entry into SYBSTC, an enterprise is entitled to a one-off reward of RMB 500,000 if its operating revenue exceeds RMB 20 million in a single year;

● The research equipment purchased by an enterprise on its own and connected to the large instrument sharing platform system of SYBSTC is, within the depreciation period of the equipment, entitled to a subsidy of 20%of the annual depreciated expense in each of the first three years, with the subsidy capped at RMB 100,000 per year;

● Financial support proportionate to the budget of research projects: For a scientific research project receives national or Hainan provincial funding, the Administrative Bureau of SYBSTC will itself allot 20% of the government funding that is actually credited to the account to the project, capping its financial support at RMB 1 million per year;

● Financial support proportionate to the reward of research projects: For a research project that applies for financial reward in the previous year, the Administrative Bureau of SYBSTC will itself allot 20% of the government funding that is actually credited to the account, capping its financial support at RMB 2 million per year;

● For vessels that need to conduct marine operations for scientific research and dock at the piers reserved for scientific expedition at Nanshan Port, Sanya, 50% of their actual docking cost will be subsidized within the limit of RMB 200,000;
