（一） 海南省/自贸港政策

1.建设海南国际知识产权交易所;

2.授权南海对耕地、永久基本农田、林地、建设用地布局调整进行审批；

（二） 三亚市政策

1.用于三亚市冬季瓜果蔬菜生产、运输、销售的贷款，接照合同签订日同期贷款市场报价利率（LPR）的30%给予贴息，不超过一年，不超50万；

2.国家级、省级市级农业龙头企业贷款，按当年央行公布的同期基准利率的50%为标准贴息率分别不超过5000万、3000万、1500万，不超2年;

（三）园区政策

1.科学仪器服务平台使用补贴。对满足认定条件的主体使用大型研究类科学仪器服务平台发生的费用，按每年实际发生额的25%给予补贴，每家每年最高不超过50万元;

2.种业农科设施建设补贴。对满足认定条件的种业企业，以“以奖代补”方式进行扶持，按项目投资额45%给予一次性补助，各级财政补助可叠加，单个项目财政补助比例最高不超过75% (即企业自筹资金不低于25%)，单家企业补助金额最高不超过300万元;

3.种业农科设施使用补贴。对满足认定条件的企业，使用崖州湾科技城种业农科设施的费用，按实际发生额的25%给予补贴，每家每年最高不超过50万元;

4.水产优质品种引育奖励。对满足认定条件的主体开展新品种引进或土著品种改良项目，按实际引种费用的50%给予一次性补助，最高不超过200万元。对满足认定条件的主体开展优质高效 品种育苗(允许跨年)按主体实际育苗费用的50%给子一次性补助，每家企业补助最高不超过300万元;

5.企业纳税贡献奖励。自注册或迁入日起五年内，按上一年度纳入三亚崖州湾科技城统计口径的纳税总额给予最高150万奖励;

6.国际科研合作补贴。对满足认定条件的企业和科研机构与境外研究机构合作研发，按照项目实际合同费用的10%给予补贴，每家每年最高不超过该补贴年企业对(市级)财政贡献的净留成;

7.科研平台研发设备采购补贴。对满足认定条件的主体，对国家、省级平台分别按科研平台研发设备投入(已有设备投入除外)的40%、30%给予补贴，最高不超过该补贴年企业(市级)财政贡献的净留成;

8.按贷款利率的50%进行贴息补助，不超10万，补贴3年;

9.科研项目预算性配套资助:在国家或海南省财政资助下达后，管理局给予实际到账财政资金的20%予以配套，每年不超100万;

10.科研项目奖励性配套资助:上一年度承担申请的奖励资金，管理局按实际到账财政资金的20%给予配套，每年不超200万;

01 Policies of Hainan Province/Fress Trade Port

● The IP International Exchange of Hainan will be built;

● Authorization has been granted to Hainan to approve adjustments to the layout of arable land,permanent basic agricultural land, forest land, and construction land;

02 Policies of Sanya Municipality

● Loans for the production, transportation and sale of winter fruits and vegetables in Sanya Municipality are entitled to a 30%interest discount in line with the China Loan Prime Rate on the day of contract signing, with the discount lasting for no more than one year and capped at RMB 500,000;

● Loans for national, provincial and municipal agricultural leading enterprises are entitled to a 50% interest discount in line with the benchmark interest rate of the central bank of the year, with the discount capped at RMB 50 million, 30 million and 15 million respectively and lasting for no more than two years;

03 Policies of YZBSTC

● Subsidies for the use of scientific instrument service platforms. To eligible entities that have used large research-oriented scientific instrument service platforms, 25% of the actual expenses incurred will be subsidized, and the subsidy will be capped at RMB 500,000 per entity per year;

● Subsidies for the construction of agricultural facilities in the seed industry. Eligible seed enterprises will be supported with "financial rewards that replace subsidies”.They will receive a one-off financial reward that is 45% of the project investment from SYBSTC, which can co-exist with financial assistance from other levels of government; the proportion of financial assistance is capped at 75% for a project (which means that the enterprise shall contribute no less than 25%of the project funding), and the amount of financial assistance for an enterprise is capped at RMB 3 million;

● Subsidies for the use of seed industry agricultural science facilities.For eligible enterprises that use seed industry agricultural science facilities in SYBSTC,25%of the actual expenses incurred by the usage will be subsidized,with the subsidy capped at RMB 500,000 yuan per year per enterprise;

● Incentives for introducing or breeding superior aquatic strains. For eligible enterprises that carry out projects of introducing new strains or improving indigenous strains, a one-off subsidy worth 50% of the actual cost incurred by the project will be given, with the subsidy capped at RMB 2 million. For eligible enterprises that engage in the breeding of superior and efficient strains (allowed to last more than one year), a one-off subsidy worth 50% of the actual breeding cost incurred will be given, with the subsidy capped at RMB 3 million per enterprise;

● Reward to enterprises for tax contribution. Within five years from the date of registration or relocation, an enterprise will be given a reward capped at RMB 1.5 million, with the specific amount based on its total tax payment included in the tax revenue of SYBSTC in the previous year;

● Subsidy for international scientific research cooperation. For eligible enterprises and scientific research institutions that conduct R&D cooperation with overseas research institutions, a subsidy of 10% of the actual contract sum of the project will be given, and the subsidy to an entity a year shall not exceed its tax contribution retained by the (municipal) government in the year of the subsidy on a net basis ;

● Subsidy to research platforms for R&D equipment procurement. For eligible national- and provincial-level research platforms, 40% and 30% of their R&D equipment procurement cost (except cost of existing equipment) will be subsidized respectively, with the subsidy not exceeding the platform's tax contribution retained by the (municipal) government on a net basis in the year of the subsidy;

● Enterprises are entitled to a 50% interest discount in line with their loan interest, with the discount capped at RMB 100,000 and lasting no more than three years

● Financial support proportionate to the budget of research projects: For a scientific research project that receives national or Hainan provincial funding, the Administrative Bureau of SYBSTC will itself allot 20% of the government funding that is actually credited to the account to the project, capping its financial support at RMB 1 million per year;

● Financial support proportionate to the reward of research projects: For a research project that applies for financial reward in the previous year, the Administrative Bureau of SYBSTC will itself allot 20% of the government funding that is actually credited to the account, capping its financial support at RMB 2 million per year;
