（一）海南省/自贸港政策

1.建设国际航空枢纽、建设西部陆海新通道国际航运枢纽; 立足自由贸易港建设实际制定法规;

（二）三亚市政策

1.对新开境外定期直飞航线航班往返航程按处于<4小时、4-8小时（含8）、8-12小时（含12）、12-16小时（含16）、16-20小时（含20）、>20小时和相应座位数分别给予最高 10万、15万、25万、33万、70万、100万补贴;不定期直飞按上述标准的50%;该补贴给予3年，分别按100%、75%和50%计算;

2.对入境境外游客量进行最高900元/人补贴;

3.对航空公司或包机企业运营的琼港、琼澳、琼台定期航线航班，在3年培育的基础上，继续给予香港航线每班2万元、澳门航线每班3万元、台湾地区航线每班4万元补贴;

4.对航空公司或包机企业运营的新开境外定期直飞航线航班执行期满3年后，对亚洲航线航班（含港澳台地区）和洲际航线航班，分别给予200万元和300万元的一次性额外补贴;

5.对境外航空公司新开涉及第五航权和国内航空公司新开涉及第六航权的航线在原补贴基础上每个航班给予10万元补贴;

（三）园区政策

1.按贷款利率的50%进行贴息补助，不超10万，补贴3年;

2.进入科技城四个年度结束前，单个年度主营业务收入超2000万，一次性奖励50万;

3.企业自行购买且接入科技城大型仪器共享平台系统的科研设备，在设备折旧期内，前三年按每年折旧额的20%予以补贴，每年不超过10万元;

4.对全职引入人才的用人单位进行最高2万元引才奖励;

Logistics Policies

01 Policies of Hainan Province/Fress Trade Port

● Hainan will build an international aviation hub and an international shipping hub as part of the New International Land-Sea Trade Corridor;

02 Policies of Sanya Municipality

● Newly opened overseas regular direct flights with a round-trip voyage of <4 hours (including4),4-8hours(including8),8-12 hours(including 12),12-16 hours(including 16),16-20 hours(including 20), and more than 20 hours will be given a subsidy capped at RMB 100,000,150,000,250,000,330,000, 700,000,and 1 million respectively, depending on their number of seats; with other things being equal, subsidies for non-regular direct flights are 50% of the aforementioned figures; the subsidies last for three years (the nurturing period), with the specific amount of the first, second and third year being 100%,75% and 50% of the aforementioned figures;

● A subsidy based on the number of inbound overseas tourists will be provided and capped at RMB 900/person;

● Regular flights operated by airlines or air charter operators between Hainan and Hong Kong, between Hainan and Macau and between Hainan and Taiwan, after benefiting from the three-year nurturing period, will continue to be entitled to a subsidy of RMB 20,000,30,000 and 40,000 per flight;

● For new overseas regular direct flights operated by airlines or air charter operators that have been running for 3 years, a one-off additional subsidy of RMB2 million and 3 million will be given to those of Asian routes (including Hong Kong,Macao and Taiwan)and those of intercontinental routes respectively;

● New air routes operated by overseas airlines and involving the Fifth Freedom of Air and new air routes operated by Chinese airlines and involving the Sixth Freedom of the Air will, on top of other subsidies they are entitled to, be given a subsidy of RMB 100,000 per flight

03 Policies of YZBSTC

● Enterprises are entitled to a 50% interest discount in line with their loan interest, with the discount capped at RMB 100,000 and lasting no more than three years;

● Within four years since entry into SYBSTC, an enterprise is entitled to a one-off reward of RMB 500,000 if its operating revenue exceeds RMB 20 million in a single year;

● The research equipment purchased by an enterprise on its own and connected to the large instrument sharing platform system of SYBSTC is, within the depreciation period of the equipment, entitled to a subsidy of 20%of the annual depreciated expense in each of the first three years, with the subsidy capped at RMB 100,000 per year;
