（一）海南省/自贸港政策

1.允许进出海南岛航班加注报税航油。扩大包括第五、第七航权在内的航权开放;

2.支持建设邮轮旅游试验区、设立游艇产业改革发展创新试验区、支持创建国家级旅游度假区和5A级景区;

3.优先支持企业境外上市。企业境外上市外汇登记直接到银行办理;

4.立足自由贸易港建设实际制定法规;

5.按旅游厕所等级与数量为标准，每座奖励1-18万不等;

6.对旅游企业新增贷款当年产生的利息，进行最高不超过500万的补贴;

7.旅游企业上市，最高奖励奖励2000万;

8.对购买旅游突发公共安全事故保险险种的旅游企业给予保费30%补贴;

9.对获得创优评级的旅游示范区、度假区、旅游小镇、旅游点、酒店等，奖励5—1000万不等;

（二）三亚市政策

1.列入"三亚市旅游标准化"的试点单位，一次性奖励3万;示范单位，一次性奖励5万;先进单位，一次性奖励3万;

2.评级的旅行社、旅游饭店、旅游景区、海鲜排挡、婚纱摄影机构、旅游餐馆，一次性奖励 2-20万不等;

3.每座旅游厕所，一年1万奖励;每年评选10家旅游厕所优秀单位，每家奖励1.5万;

4.设立大型活动专项基金，根据旅游类大型活动的影响进行奖励，最高100万;

5.设立旅游产业发展专项资金，对贷款贴息、评级旅游景区、评级旅游点、评级扶贫示范村、评级旅游饭店等进行奖励，20-300万不等;

6.对旅游饭店、民宿的房价进行奖励，50-200元/间/夜不等;

7.对参团旅游差旅费的50%报销;

8.境内外旅行商、媒体来三亚参加活动的，每人每天300-600元奖励，最高不超10万;

01 Policies of Hainan Province/Fress Trade Port

● Inbound and outbound flights of Hainan Island are allowed to refuel with bonded aviation oil, and more Freedoms of the Air, including the Fifth and Seventh Freedom of the Air, will be granted;

● Hainan supports the establishment of a cruise tourism pilot zone, the establishment of a yacht industry reform and development innovation pilot zone, and supports the creation of national-level tourist resorts and 5A-level scenic spots;

● Priority is given to supporting enterprises overseas listing. The foreign exchange registration of overseas-listed enterprises can be handled directly by banks;

● Laws and regulations should be formulated based on the development reality of the free trade port;

● A public toilet at a tourist destination can receive a reward in the range of RMB 10,000 to 180,000, depending on the level of the public toilet and the number of seats therein;

● A subsidy capped at RMB 5 million will be provided to tourism enterprises for the interest generated by their new loans in the year of obtaining the loan;

● Tourism companies that go public will be given a reward capped at RMB 20 million;

● Tourism companies that purchase travel emergency insurance against public safety accidents will be given a subsidy amounting to 30% of their premium;

● Tourism demonstration areas, resorts, tourism towns, tourist spots and hotels, among others, that win awards and excellent ratings will be entitled to a reward in the range of RMB 50,000 to 10 million;

02 Policies of Sanya Municipality

● Enterprises listed as Sanya Tourism Standardization Pilot and Model will be rewarded RMB 30,000 and 50,000 on a lump-sum basis respectively; enterprises awarded as Pioneer for Local Tourism Standard Formulation will be rewarded RMB 30,000 on a lump-sum basis;

● Travel agencies, tourist hotels, tourist attractions, seafood stalls, wedding photography agencies, tourist restaurants that have been rated in various evaluations will be given a one-off award ranging from RMB 20,000 to 200,000;

● Each public toilet at a tourist destination is entitled to a reward of RMB 10,000 a year;10 outstanding public toilets at tourist destinations will be selected every year with the prize money being RMB 15,000 for each;

● A special fund for large-scale activities will be set up to give rewards to major tourism events depending on their impact, which will be capped at RMB 1 million;

● A special fund for tourism industry development will be set up to provide loan interest discounts and to give rewards to rated tourism zones, rated tourist attractions, rated poverty alleviation demonstration villages and rated tourist hotels, with the discounts and rewards ranging from RMB 200,000 to 3 million;

● Tourist hotels and homestays will be given rewards in the range of RMB 50 to 200/room/ night;

● 50% of the travel expenses of group tours will be reimbursed;

● Domestic and foreign travel agents and media representatives who come to Sanya to participate in events will receive a reward of RMB 300-600 per person per day, which will accumulatively be capped at RMB 100,000 per person;
