（一）海南省/自贸港政策

1.展会境外展品进口和销售免税;

2.优先支持企业境外上市。企业境外上市外汇登记直接到银行办理;

3.立足自由贸易港建设实际制定法规;

4.对纳入省政府重点培育的现有品牌专业展览或会议，给予每届最高500万奖励，不超3届;

5.对在我省举办的高端国际专业会议或列全国同行业内规模排名前三的专业展览，给予每届最高 700万奖励，不超3届;

（二）三亚市政策

1.对参会人员500人以上的境内会议，给予最高50万补贴;对参会人员200人以上的境外会议，按要求给予最高80万补贴;对参会人员5000以上、 8000以上的大型会议，按要求给予最高80万补贴;对全球性、国际性高端会议，享受上述政策基础上，另给予举办场地租赁费用全额补贴;（意见征求稿）

2.在三亚首次举办的展览活动，按要求给予前三届最高200万奖励，后3届最高150万奖励。若国外参展商比例不低于35%，额外奖励20万。若展会期间时间成交额在1亿以上，给予最高50万财政奖励;（意见征求稿）

3.对在其他城市连续举办三届以上来三亚市举办的展览项目，按要求给予最高100万奖励，并按增加的标准展位给予最高50万增量补贴;（意见征求稿）

4.对每年5、6、9月淡季在三亚办会、办展，在上述政策基础上上浮10%;（意见征求稿）

5.对线上展会，按实际成交额给予每届最高10万补贴，补贴三届;（意见征求稿）

6.对本市机构省外办会、办展，视为在市内办会办展，同样享受《三亚市会展发展专项资金管理办法》;（意见征求稿）

7.对场馆运营方按要求给予最高20万办展补贴和最高每年20万维护补贴;（意见征求稿）

8.在本市的机构参加是政府组织的国内、国外展会，分别按每个展位给予3000、10000元补贴;（意见征求稿）

9.对加入国际展览业协会（UFI）的会展企业给予一次性奖励10万元; 对加入国际展览与项目协会（IAEE）、独立组展商协会（SISO）、亚洲展览会议联盟（AFECA）、国际大会与会议协会（ICCA）等其它国际知名会展业组织、行业协会的本市会展企业给予一次性奖励5万元;（意见征求稿）

10.全球性国际会展组织来三亚设立总部、亚太区或大中华区办事处、分支机构分别一次性给予 100、50、30万元奖励;已上市并通过全球展览业协会（UFI）认证的大型会展企业落户三亚，按条件给予30万奖励;（意见征求稿）

11.高端学术活动在三亚举办的，按实际支出的30%资助，不超50万;

（三）园区政策

1.重大会议会展项目补贴。对满足认定条件的国际、国家、省、市级学术技术交流会议，以项目实际投入费用的50%，分别主办（承办）单位最高不超过250万、150万、50万、20万的一次性补贴;

2.按贷款利率的50%进行贴息补助，不超10万，补贴3年;

Convention&Exhibition Policies

01 Policies of Hainan Province/Fress Trade Port

● One-off pre-tax deduction or accelerated depreciation and amortization are allowed for enterprises' capital expenditures;

● The import and sales of overseas exhibits during exhibitions are exempted from taxes;

● Priority is given to supporting enterprises overseas listing. The foreign exchange registration of overseas-listed enterprises can be handled directly by banks;

● Laws and regulations should be formulated based on the actual construction situation of the free trade port;

● Professional exhibitions or conferences of existing brands among key entities nurtured by the provincial government will be given a reward capped at RMB 5 million each session for no more than 3 sessions;

● High-end and professional international conferences or the top 3 professional exhibitions by scale in their industry in China that are hosted in Hainan Province will be given a reward capped at RMB 7 million each session for no more than 3 sessions;

02 Policies of Sanya Municipality

● Domestic conferences with more than 500 participants will be given a subsidy capped at RMB 500,000; overseas conferences with more than 200 participants will be given a subsidy capped at RMB 800,000 as required;large conferences with more than 5,000 or 8,000 participants will be given a subsidy capped at RMB 800,000 as required;for global and international high-end conferences, the aforementioned policies will be applicable, and in addition, their venue rental costs will be subsidized in full;(Draft for solicitation of comments)

● An exhibition event first held in Sanya will be given a reward capped at RMB 2 million for the first three sessions and a reward capped at RMB 1.5 million for the subsequent three sessions as required. If the proportion of foreign exhibitors is not less than 35%, an additional reward of RMB 200,000 will be given; if the turnover during the exhibition is more than RMB 100 million, a reward capped at RMB 500,000 will be given;(Draft for solicitation of comments)

● To exhibition projects that have been held in other cities for more than three consecutive sessions before being held in Sanya, a reward of up to RMB 1 million will be given as required, and an incremental subsidy of up to RMB 500,000 will be given according to the increase in standard booths; (Draft for solicitation of comments)

● Conferences and exhibitions held in the off-season of May, June and September in Sanya each year, with other things being equal, will be given rewards that are 10%more than the aforementioned ones; (Draft for solicitation of comments)

● Online exhibitions will be given a subsidy for three sessions, with the subsidy amount depending on actual turnover and capped at RMB 100,000 per session;(Draft for solicitation of comments)

● Conferences and exhibitions hosted by Sanya institutions outside Hainan Province will be equated with those hosted in Sanya and thus equally entitled to preferential treatment stipulated in Management Measures of the Special Fund for Convention and Exhibition Development in Sanya Municipality; (Draft for solicitation of comments)

● As required, venue operators will be given an exhibition subsidy capped at RMB 200,000 and a maintenance subsidy capped at RMB 200,000 per year; (Draft for solicitation of comments)

● Sanya organizations attending domestic and international government-organized conventions and exhibitions will be given a subsidy of RMB 3,000 and 10,000 per booth respectively;(Draft for solicitation of comments)

● A one-off reward of RMB 100,000 will be given to convention and exhibition companies for joining the Global Association of the Exhibition Industry (UFI), and a one-off reward of RMB 50,000 will be given to Sanya local convention and exhibition companies for joining the International Association of Exhibitions and Events(IAEE), the Society of Independent Show Organizers (SISO), the Asian Federation of Exhibition and Convention Associations (AFECA), and International Congress and Convention Association (ICCA) and other internationally well-known convention and exhibition industry organizations and industry associations; (Draft for solicitation of comments)

● Global convention and exhibition organization that set up headquarters, Asia-Pacific or Greater China offices, or branches will be given a one-off reward of RMB 1 million, 500,000, and 300,000 respectively; large-scale convention and exhibition companies that have been listed and certified by the Global Association of the Exhibition Industry (UFI) will be given a reward of RMB 300,000 according to the conditions if they register in Sanya; (Draft for solicitation of comments)

● For high-end academic events held in Sanya, 30% of the actual expenditure will be funded to the limit of RMB 500,000;

03 Policies of YZBSTC

● Subsidies for major conferences and exhibitions. For eligible international, national, provincial, and municipal level academic and technical exchange conferences, hosting (organizing) units will be given a one-off subsidy amounting to 50% of the actual cost with the subsidy capped at RMB 2.5 million,1.5 million, 500,000,and 200,000 respectively;

● Enterprises are entitled to a 50% interest discount in line with their loan interest, with the discount capped at RMB 100,000 and lasting no more than three years;
